To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: To meet the basic qualification of the 0671 Health System Administration Occupational Series: Possess an undergraduate or graduate level degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR, Experience: Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration , and resolution of issues or problems of a procedural or factual nature related to Health Professions Education (HPE); Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing correspondence, filing systems, and storage of files and records for the Health Professions Education Office (HPEO); Using qualitative and quantitative analytical data mining methods for the assessment and improvement of business processes and complex automated support systems used for HR, personnel security, mandatory training, IT, electronic medical records and others to maintain metrics and identify opportunity for improvement.; OR, Completed an agency-sponsored on-the-job training program that was a formal individualized training plan within a health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual’s progress and appropriate adjustment of the training program. *Proof of successful completion of an agency-sponsored on-the-job training program is required. In addition to meeting the Individual Occupational Requirement (IOR), you may qualify based on your experience and/or education as described below: GS-09 Experience and/or Education: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration , and resolution of issues or problems of a procedural or factual nature related to Health Professions Education (HPE); Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing correspondence, filing systems, and storage of files and records for the Health Professions Education Office (HPEO); Using qualitative and quantitative analytical data mining methods for the assessment and improvement of business processes and complex automated support systems used for HR, personnel security, mandatory training, IT, electronic medical records and others to maintain metrics and identify opportunity for improvement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master’s or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination of Experience/ Education: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) year of graduate education. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first year of graduate education). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. You will be rated on the following Competencies for this position: Organizational Performance Analysis Administration and Management Computer Skills Stakeholder Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. This position is in the Health Professions Education Office and Supports the Designated Education Officer(DEO) and HPE management for establishing, maintaining , and evaluating the quality of HPE Programs and the quality of care delivered by health professions Trainees at the VA Medical facility. The Purpose is this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHAs academic mission and OAAs strategic plans.
