Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience include applying a broad range of staffing and recruitment laws, Executive Orders, regulations, policies, and practices to effectively troubleshoot and resolve complex issues related to providing comprehensive recruitment and placement advisory services for the agency. This includes planning, organizing, and directing the functions and staff of a small to medium-sized team. Utilizing a solid theoretical understanding and practical knowledge of human resources management functions, theories, and techniques, as well as the interrelationships between various HR disciplines. Additionally, this experience includes ensuring staff adherence to safety and security regulations, practices, and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. IDEAL CANDIDATE: In addition to the specialized experience statement listed above, the ideal candidate would have the ability to independently research federal hiring guidance and provide sound guidance to customers on best recruitment strategies on a wide variety of pay systems (General Schedule, Federal Wage System, Acquisition Demonstration, Laboratory Demonstration, etc.) and have experience with administering procedures governing all aspects of pay administration and pay setting, pay rates and systems and also implementing and providing policy guidance on pay determinations for those pay systems. Experience with USAStaffing and Defense Civilian Personnel Data System (DCPDS) is highly desirable. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Leadership ability, including the ability to coach, mentor, inspire, motivate, guide, and challenge team members toward goal accomplishment and the ability to adapt leadership style to a variety of situations. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, fact finding and analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods. Knowledge of federal Recruitment & Placement principles, concepts, laws, regulations and techniques. Knowledge of organizational structures, functions, and missions across serviced organizations to identify, consider, and present options for the resolution of substantive organizational issues involving impact ofRecruitment & Placement policies on those missions. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Ability to express ideas and concepts sufficient to communicate effectively as well as maintain positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
