MANDATORY TECHNICAL QUALIFICATIONS: Demonstrated knowledge and experience in the technical and financial evaluation of defense programs in all phases of the DoD budget process, including budget formulation, budget execution, and the reprogramming of appropriated funds. Demonstrated skill in applying comprehensive knowledge of budget policy and procedures while reviewing and analyzing complex and variable military programs, and experience in representing and defending the programmatic and budgetary interests of an organization with programs having nationwide scope or impact to the Office of Management and Budget and relevant congressional/legislative committees. Demonstrated ability to analyze, understand, and communicate effectively, both orally and in writing, complex resource management issues and policies within the context of the federal government budget process, as well as develop and recommend practical solutions to the issues. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This position is located in the Military Personnel and Construction Directorate, Office of the Deputy Comptroller (Program/Budget), Office of the Under Secretary of Defense (Comptroller) (USD(C)). The Associate Director, Military Personnel and Health Care (Program/Budget) leads a team of Senior Budget Analysts who are involved in many of the Departments highest profile initiatives due to the size and scope of the Military Services and Defense Health Program (DHP) budgets.
