PROGRAM ANALYST

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. GS 13 Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as training systems, education-related programs, force development, technical training, recruiting operations, PPBE, military construction (MILCON), foreign military sales, contingency, or similar operations. GS 12 Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as training systems, education-related programs, force development, flying and technical training, recruiting operations, PPBE, military construction (MILCON), foreign military sales, contingency, or similar operations; and knowledge and skill in designing and conducting simple to intermediate studies, and developing solutions to assigned portions of broad, important, and severe command planning and programming areas. GS 11 Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as training systems, education-related programs, force development, flying and technical training, recruiting operations, PPBE, military construction (MILCON), foreign military sales, contingency, or similar operations; and knowledge and ability to plan, organize, and develop studies or projects, making recommendations on substantive operating programs, and to negotiate effectively with others to accept and implement recommendations, where the proposals involve substantial resources. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS 13: 1. In-depth knowledge of a comprehensive range of DoD PPBE processes to include thorough knowledge of Planning and AFPOM processes. 2. Extensive knowledge of AETC organization and related missions, priorities, goals, and objectives and understanding of the relationship of the various command entities involved in overall Command planning and programming efforts. 3. Expert knowledge of resource management, including data analysis, long-term trend analysis, and use of PPBE specific computer tools and databases. 4. Demonstrated ability to successfully work with diverse personnel groups and have the ability to maintain good working relationships. 5. Demonstrated competency in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to work efforts, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 6. Ability to effectively employ strategic thinking methodologies and problem solving. Demonstrated ability and competency in common office automation systems and software to include Microsoft Office software. Ability to maintain control of classified material. GS 11/12: 1. Knowledge of basic principles of the DoD PPBE processes to include Planning and AFPOM processes. 2. Ability to learn and gain intermediate understanding of AETC organization and related missions, priorities, goals and objectives and the relationship of the various command entities involved in overall Command planning and programming efforts. 3. Ability to learn principles of resource management, including data analysis, long-term trend analysis, and use of PPBE specific computer tools and databases. 4. Ability to successfully work with diverse personnel groups and maintain good working relationships. 5. Competency in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to work efforts, writing clearly and concise products, and delivering written and/or verbal presentations to senior level audiences for decision making purposes. 6. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability and competency in common office automation systems and software to include Microsoft Office software. Ability to maintain control of classified material.
