Education and Training Technician Series 1702 One-Grade Interval Positions SPECIALIZED EXPERIENCE AT THE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience include providing technical guidance and assistance to managers within the organization on all aspects of advanced education and training programs. SPECIALIZED EXPERIENCE AT THE GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience include working the pre-award and post award grant submission process. Ensuring timeliness and regulatory compliance for postsecondary education programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS AT GS-11: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) AT THE FPL: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Bachelors, advanced degree preferred or equivalent combination of education and four years of directly related experience with knowledge of multi-disciplinary professional engineering, scientific and management principles, practices applicable to full range of AFIT/EN faculty. Completion or significant progress towards Certified Research Administrator (CRA) , Certified Pre-Award Administrator (CPRA) or similar credential is beneficial. Comprehensive knowledge of a wide range of subject matter in grants laws, regulations, Executive Orders, Office of Management and Budget (OMB) directives, federal, DoD and AF regulations as well as policies and precedents applicable to a variety of grant mechanisms to plan and execute pre-award activities, to provide technical assistance, and to conduct related internal operations. This includes knowledge of a wide range of special provisions such as budget development, program management, technology transfers, export controls, and use of human subjects. Comprehensive knowledge of a wide range of techniques, methods, sources, and procedures within the grant submission process including cost sharing arrangements, processing of unsolicited applications, multiple awards, co-funding, and special provisions such as propriety rights, data rights, publication rights, use of human and animal subjects. Knowledge and skill in applying a wide range of business aspects of grant mechanisms including principles of cost planning, negotiation techniques; pre-award; grant administration and termination. Extensive knowledge of automated financial and administrative systems and skill in operating automated systems and software. This includes extensive knowledge of current automated grant systems such as Grants.gov, NSF Research.gov, NSPIRES, and other large federal system grant platforms. Ability to work independently and cooperatively, manage and complete multiple tasks, and organize and prioritize tasks for the pre-award section. Skill in communicating requirements and overall objectives of grant programs as well as the ability to provide technical advice and interpretation assistance. Strong interpersonal skills and desire to work enthusiastically with creative people and complex ideas. Possesses strong critical thinking skills, high attention to detail to test assumptions and make informed judgements. Ability to communicate effectively, both orally and in writing, to justify, defend, present, advise on budgetary processes/actions and/or complex regulations and policies pertaining to grant activities. Ability to use computer databases, spreadsheets, graphics, word processing, desk-top and web-based publishing, and internet searches to acquire, process, and present information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The primary purpose of this position is to serve as a Research Program Specialist responsible for carrying out the beginning lifecycle of the proposal processes by ensuring compliance, tracking, reviewing, and finalizing proposals for submission to sponsors while serving numerous faculty members in various departments and research centers.
