To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position: Advancement to positions up to GS-5. Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04, in the normal line of progression for the occupation in the organization. This is a entry level, HR Assistant position, that requires general experience- -progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled. You have knowledge of and a skillset in applying, basic principles and practices of the HR Assistant specialization, sufficient to perform entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments Able to communicate factual and procedural information clearly, orally and in writing Able to gather and analyze basic facts and draw conclusions Experience in customer service and data entry; using Microsoft Office, Word, Excel,. Ability to organize and prioritize work. Ability to work independently with minimal direct supervision. Uses initiative and works independently within the framework established by the Supervisor or Lead in carrying out recurring assignments such as obtaining, inserting, and correcting missing and incorrect data in Worklife Benefits and Reasonable Accommodation files and automated HR systems. Follows established procedures or instructions that specifically describe how the work is to be done and the kind of modifications or exceptions that can be made. OR,- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed four full years of education above high school which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university.)OR,-Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education experience which demonstrates the knowledge, skills, and abilities necessary to do the work of this position? This education must have been obtained in an accredited college or university.For GS-5 level positions, only education more than the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPTS REQUIRED) GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Ability to communicate ideas clearly both orally and in writing to effectively present findings and advisory opinions. Skill in collecting, analyzing, and organizing technical data. Ability to use qualitative and quantitative analytical techniques to make informed judgments on problems and issues. Skill in establishing and maintaining effective working relationships with a wide range of personnel both internal and external to the agency. GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Comprehensive and thorough knowledge of laws, regulations, Executive Orders, agency HR policies and procedures, court decisions and issues as they pertain to the assigned areas of responsibility. Knowledge of agency organizational structure, management policies, procedures and practices Knowledge of, and skill in applying, legal research methods, information- gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts, commissions, and administrative bodies have rendered. Knowledge of GPPA and processing Personnel Actions in HR Smart. Ability to communicate ideas clearly both orally and in writing to effectively present findings and advisory opinions. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of HR issues or problems of a procedural or factual nature. Skill in establishing and maintaining effective working relationships with a wide range of personnel both internal and external to the agency. You will be rated on the following Competencies for this position: Computer Skills, Customer Service (Clerical/Technical), Interpersonal Skills, Teaches Others, and Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. Selectee must be able to physically work onsite. This position provides Network-wide human resource support work in the VISN Shared service Unit (SSU) that entails determining the approach and methods needed to process personnel actions, and ensure related Worklife Benefits, Leave Administration and Reasonable Accommodation functions are completed in a timely fashion.
