Ideal Candidate Statement The ideal candidate for the Supervisory General Attorney (Labor) (Deputy Assistant General Counsel) position will have exceptional judgment to address legal policy issues. In addition, the ideal candidate will have demonstrated knowledge and established work experience in matters before the Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), and the Office of Personnel Management (OPM). The ideal candidate will also have experience mentoring and managing others. Excellent writing and oral communication skills are preferred. Basic Requirements Education Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B or JD). Bar Membership/Certification Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the U.S. Constitution. Your active Bar license must reference Bar number and indicate the status of good standing. The Agency’s Internal or Self-Certification Form is not acceptable for verification. In addition to the Basic Requirements, applicants must also meet the following: Minimum Qualification To be qualified for this position, applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory General Attorney (Labor) (Deputy Assistant General Counsel) at the GS-15 grade level. Specialized experience includes: Experience performing federal sector labor and employment litigation to include participation in EEOC, MSPB, and FLRA proceedings and handling discovery associated with these administrative proceedings; and Experience conducting federal sector collective bargaining to include term and mid-term negotiations with federal agency unions; and Experience providing authoritative guidance, interpretation and recommendations based on federal labor and employment statutes, rules, and regulations including Title VII and OPM regulations; and Experience providing federal employment law advice and training in areas of employee performance and conduct. This position is located in the Special Counsel and Labor Relations Office of the National Labor Relations Board (NLRB). The incumbent serves as Supervisory General Attorney (Labor) (Deputy Assistant General Counsel) and is responsible for supervising and reviewing the work of special counsel attorneys and staff and assists the Assistant General Counsel or their designee in planning, organizing, and conducting all aspects of the Offices cases.
