For the GS-12 Grade Level: You must have at least one year of specialized experience which is equivalent in difficulty and complexity to the GS-11 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates the following activities: Managing budgets for multiple programs, ensuring alignment with organizational goals and compliance with established regulations; Analyzing budget performance metrics using advanced Excel functions and automated databases; and Preparing detailed execution reports and variance analyses to track budget expenditures and funding statuses. For the GS-13 Grade Level: You must have one year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the private or public sector) which demonstrates the following activities: Serving as a liaison between program offices and finance teams, informing stakeholders of budget policies and procedures; Providing data-driven recommendations on budget actions and funding allocations to senior leadership, influencing key decisions that optimized resource allocation across departments; and Utilizing historical financial data to develop budget forecasts and strategic expenditure plans, effectively anticipating future funding needs and resource constraints. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Budget Analyst at the GS-0560-12/13, you will be part of CFO Budget and Performance, Office of Personnel Management. If selected, you will be responsible for performing analytical, technical, and administrative duties in one or more phases of the budgetary process, e.g., budget formulation and justification, presentation and enactment, or execution.
