GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR master’s or equivalent graduate degree OR two years of progressively higher-level graduate education leading to a master’s degree OR LL.B. or J.D., if related. GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR Ph.D. OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service. Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular compentencies, knowledge, skills, and abilities as follows: GS-09: Experience with international organizations involved in water resources development and management; political, economic and technical factors of the International Affairs program for use in evaluating proposals from foreign countries; different cultural practices; and applying analytical and evaluative methods and techniques to identify and resolve issues and problems of a unique nature. GS-11: Assisting with the implementation of foreign visitor and foreign technical training programs related to water resources programs, working with domestic and foreign governments, organizations and entities; and general experience with the execution of water resources and related programs in foreign countries. GS-12: Implementing foreign visitor and foreign technical training programs related to water resources programs, working with domestic and foreign governments, organizations and entities; and specific experience with the execution of water resources and related programs in foreign countries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/31/2024.
