At the GS-14 level you must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience includes demonstrated experience with leading and managing the technical work related to performance monitoring and conducting evaluability assessment and evaluation synthesis; leading and overseeing the review of project-level Monitoring and Evaluation (M&E) plans and work to ensure the quality and utility of performance monitoring data; leading the creation of the agency Performance Monitoring Plan, including assessing the validity of the information and indicators that contribute to that plan; and utilizing performance information and designing reporting tools. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
This position is part of the U.S. African Development Foundation and will serve as the Monitoring, Evaluation, and Impact Officer. The incumbent reports directly to the Financial Director & CFO, supporting USADFs Evidence Act requirement implementation centered around monitoring, evaluation, learning, and capacity assessment. The incumbent designs, develops, and evaluates the Agencys program impact and performance indicators.
