To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/29/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans). For a GS-07 position you must have served 52 weeks at the GS-05 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-07 (or higher) and the promotion potential of your current position must be at least GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): This position does have an Individual Occupational Requirement (IOR) that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications. In order to qualify for this position, you must have the following: Specialized Experience: One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. OR Education: Graduate Education: Major study — public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. One full academic year of graduate-level education is creditable for GS-7. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-07 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in data gathering; applying knowledge of standardized processes and procedures to complete assignments, identifying problems from collected data and selecting solutions from alternatives in guidelines and precedent cases; OR Education: One (1) full year of graduate-level education; OR Combination: Equivalent combinations of Specialized Experience and Graduate level education. [To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.] Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily of a sedentary nature. There are occasional periods of walking, standing, bending, and carrying of light items. The Support Services Specialist serves as a point of contact for internal and external customers on operational matters, and exercises program responsibility in the Support Services Division. Provides property management services including facilities, conducting inventories, and disposing of excess property. Provides input in the coordinating of building security. Provides input into the preparation of all reports associated with security. Along with other responsibilities as needed
