OPM Individual Occupational Requirements (IOR) for Engineering Technical Series in conjunction with the Group Coverage Qualifications Standards for Technical and Medical Support Positions: TO QUALIFY AT THE FV-F LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FG/GS-4 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to analysis, modification, repair, and testing of complex types of mechanical components and equipment. Knowledge of the fundamentals of engineering technician work, i.e., maintaining and using a variety of test equipment; and/or interpreting diagrams. OR 4-year course of study leading to a bachelor’s degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics gained from an accredited college or university. OR Combination education and experience may be qualifying for this position. TO QUALIFY AT THE FV-G LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-F level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to troubleshooting and analyzing aircraft problems; utilizing diagnostic equipment to resolve performance discrepancies and determining airworthiness of highly modified aviation platforms. AND Selective placement factor (SPF) is a knowledge, skill or ability (KSA) or competency essential to perform the duties of a position. Candidates who do not possess the SPF are rated ineligible/not qualified and will not receive further consideration for the position. SELECTIVE PLACEMENT FACTOR (SPF): Applicant must possess a valid FAA Airframe and Powerplant certificate (A&P). Applicants should include examples of Specialized Experience in their work history.
