Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants for the GS-12 grade level: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience assisting with tracking and analyzing appropriations and pipelines for specific programs. Experience analyzing and evaluating the effects of continuing changes in program plans on foreign assistance and/or humanitarian funding and budgets. There is no substitute of education for specialized experience for the GS-12 position. Applicants for the GS-13 grade level: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience tracking and analyzing multi-year appropriations and pipelines for specific programs. Experience providing oversight of and adjustments to foreign assistance and/or humanitarian budgets. Experience formulating, justifying, and executing foreign assistance budgets for an organization. There is no substitute of education for specialized experience for the GS-13 position.
This position is located in the Bureau of Population, Refugee, and Migration, Office of the Policy and Resource Planning (PRM/PRP) which is responsible for generating and integrating PRM policy and planning resources for over 100 million refugees, internally displaced persons (IDPs), conflict victims, migrants, and other populations of concern. The office plays a leadership role in coordinating humanitarian policy in the Department, as well as representing State in interagency discussions.
