GS-14: To be eligible for the GS-14 grade level you have to have at least one-year (52 Weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service performing (3) of the (4) duties below: Providing expert-level analysis and advice on a myriad of management, program, and operational issues related to the administration of an office or division; Applying human resource laws and regulations, guidance and principles, and procedures to oversee the planning, development and implementation of a human resources program; Analyzing and evaluating program performance of administrative and operational programs to make recommendations to senior management; Leading or directing a staff responsible for human resources; administrative; or legal support? Career Transition Assistance Plan (CTAP)-The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies.
