In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. To qualify for GS-13, applicants must possess 52 weeks of specialized experience at the GS-12 grade level. Specialized experience to qualify for GS-13 is defined as: GS-13: Plans various assignments or investigations to identify opportunities for performance improvement of the program/activity; Develops methods to isolate and/or identify conditions affecting mission capability, susceptibility to fraud, and/or the potential to increase efficiency; Assesses the potential to reduce cost in a variety of programs, projects, and/or functions to recommend cost effective solutions that address any performance issues; Develops portions of written reports that provides conclusions and recommendations that have an impact on the environment, public health, and safety through the improvement of programs and processes; and Prepares and provides briefings to key stakeholders based on the results of work performed. To qualify for GS-12, applicants must possess 52 weeks of specialized experience at the GS-11 grade level. Specialized experience to qualify for GS-12 is defined as: Assists with various assignments or investigations to identify opportunities for performance improvement of the program/activity; Assists with the development of methods to isolate and/or identify conditions affecting mission capability, susceptibility to fraud, and/or the potential to increase efficiency; Assists in assessing the potential to reduce cost in a variety of programs, projects, and/or functions to recommend cost effective solutions that address any performance issues; Provides input into programs that have an impact on the environment, public health, and safety to improvement of programs and processes; and Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held.
