Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the specialize experience. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience interpreting and administering federal laws regulations, policies, and procedures in all administrative program areas. (Must include: budget formulation and execution; federal grants and contracts administration, facilities management and Human Capital (Human Resources) Management). 2. Experience working closely with organization senior leadership to develop and execute strategic goals and targets to accomplish the organization’s priorities regarding all administrative program areas such as budget formulation and execution; federal grants and contracts administration, facilities management and Human Capital (Human Resources) Management). 3. Experience managing a multi-million dollar administrative budget and developing and recommending meaningful alternatives to help meet the mission to ensure an organization remains a high-performing. The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of human resource management, contract administration, grant administration, financial planning and management, information technology and associated policies, directives, procedures, and regulations applicable to the entire processes, to develop and execute organizational operations. 2. Ability to lead teams, manage and delegate work processes, and lead collaboration with internal and external partners. 3. Knowledge of a comprehensive range of administrative laws, policies, regulations, and precedents applicable to the administration of an organization to provide expert advice and guidance to interpretations of legislation, policies, and procedures. 4. Skilled in using qualitative and quantitative techniques for measuring effectiveness, efficiency and productivity.
• The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in Office of Elementary and Secondary Education, in Washington DC. The Administrative Officer is responsible for a broad range of functions and responsibilities essential to the efficient utilization of Agency resources and the management and direction of administrative programs within the Principal Office.
