To qualify for Program Analyst GS-09 applicants must meet Time-In-Grade, Basic Education/Specialized Experience and Selective Placement Factor Requirements by the closing date of this announcement, 11/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS97 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Quality Ranking Factor (QRF):Possess the following Quality Ranking Factor knowledge, skills and abilities (KSA). Plan, coordinate, and execute business functions, resource allocation, and production. Develop new insights into situations and applies innovative solutions to make organizational improvements. Design and implement new or cutting-edge programs/processes. Identify a need; gather, organize, and maintain information; determine its importance and accuracy, and communicate it by a variety of methods. Competency with Microsoft products including, but not limited to: Excel, Outlook, PowerPoint, and Word. Selective Placement Factor (SPF): Must possess the following Selective Placement Factor knowledge, skills and abilities (KSA): – Responsible for the efficient development and implementation of analytical processes for tracking resources and actions essential to supporting and maintaining program and office operations. – Utilizes strong organizational skills with the ability to meet deadlines, ensure smooth workflow, and handle multiple tasks simultaneously – Maintain project compliance and reporting documents as assigned. Basic Education/Specialized Experience Requirement: Level of education and/or specialized experience must be reflected in one of the following three statements. Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given me the following knowledge, skills and abilities: Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of business management and organization including administrative practices and procedures common to healthcare organizations. Conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedure. Manage multiple complex projects simultaneously using relevant software. Communication and information dissemination techniques appropriate for senior leader consumption. Building, maintain and enhance relationships with colleagues and other program offices. Knowledge of the substantive programs of the organization as they relate to clerical and administrative functions. Knowledge of the duties, priorities, commitments, policies, and program goals of the staff in order to perform assignments such as reviewing publications, directives and other materials. Edit grammar, spelling, punctuation, and required formats for writing and copyediting correspondence and reports. Knowledge of personal computers and software that allow for the creation of graphics, spreadsheets, database management systems, and communications to produce a wide range of documents. Determine appropriate allocation of time and effort to individual and collaborative projects and to keep his or her direct supervisor and SPP leadership informed always should there be any issues or difficulty in achieving established timelines. Choose, interpret, or adapt available guidelines to specific issues or subjects studied. Plans and carries out projects to improve the efficiency and productivity of organizations and employees in administrative support activities for a national program office. Identify, analyze, and makes recommendations to resolve conventional problems and situations. OR Education: Successful completion of a master’s degree or equivalent graduate degree, two (2) full years of graduate level education leading to such a degree, or LL.B. or J.D., if related in a related field that demonstrates my ability to perform the duties of this position. NOTE: This education must have been obtained at an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. OR Combination Specialized Experience & Education: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. You will be rated on the following Competencies for this position: Administration and Management Creative Thinking Manage and Organize Information Financial Management Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The position is responsible for assisting with the planning, coordination, organization, analysis, and reporting as required to support the projects of the office and to assist with ensuring efficiency, effectiveness, and productivity of the program. The position is responsible for coordinating the administrative duties that support the operations of the suicide prevention efforts for the Suicide Prevention Program (SPP).
