You may qualify at the GS-1102-12 level, if you fulfill the following qualifications: Basic Requirement: All applicants must meet one of the following basic requirements for the Contracting Series, 1102. To qualify at the GS-12 grade level, you must possess one of the following Basic Requirements: A. A 4-year course of study leading to a bachelor’s degree with a major in any field (You must submit a copy of your transcripts). OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (You must submit a copy of your transcripts). OR C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. (You must submit a copy of your SF-50). AND in addition to the Basic Requirements for the GS-12 listed above, applicants must also possess the following Specialized Experience to be considered minimally qualified: At least one year (12-months) of full-time specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to: 1.) Reviewing procurement request packages for consistency, compliance with applicable various rules, regulations, and policies; 2.) Planning, developing, and establishing best contractual strategies for acquisitions; 3.) Conducting associated price analysis and market research activities to develop the most effective contract approach; and 4.) Coordinating approval processes for the preparation of solicitation and award packages. (NOTE: Your resume must CLEARLY demonstrate this experience). Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-12 grade level. Office of Procurement – Duty location within the United States. The selectee of this position serves as a Contract Specialist. You will be responsible for developing and evaluating contracts associated with the procurement of goods and services to support USMS District Offices and OOP, as needed, and will require little direct supervision on assigned tasks. Duty Location is based in the continental United States and determined at the time of selection.
