In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include mastery of advanced knowledge and expertise in managing the Military Personnel Appropriations (MPA) Program, associated program policies and the intent and strategic capabilities of the M4S; Expert knowledge of the organization, programs, missions, and functions of PACAF military command in conjunction with analytical and investigative abilities to evaluate and propose definitive staffing requirements and utilization regarding Command Reserve Total Force Assessment (TFA) and Base Level Assessment (BLA); Expert level knowledge of applying military human resources concepts, practices, laws, regulations, policies, and precedents related to Guard and Reserve personnel concerning hiring, 1095 expirations, and duty status determination to provide comprehensive human resources management studies and deliver Senior Leader recommendations on extremely broad and challenging Air Reserve Component utilization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of a wide area of various military laws, regulation, precedents, and procedures related to military personnel programs. Initiatives, policies and practices that enable the incumbent to serve as an expert in the full range of military personnel and organization structures related to rated officer to incorporate necessary program responsibilities Ability to establish program objectives, organize, and develop plans for implementation, and assess to improve operations and meet suspenses Possess a management or business background with knowledge of analytical and evaluative methods and techniques to issues or studies concerning the effectiveness and efficiency of command reserve program operations, POM process in addition to knowledge of the pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources, e.g., personnel, funds, and equipment Knowledge of a wide range of concepts, principles, and practices relating to military personnel management, financial POM requirements, and personnel management information systems Experienced working with large or complex organizations with extensive knowledge of PACAF activities and missions, and reserve and guard organizational structure, functions and policy directives, in addition to a thorough understanding of the PACAF IMA and unit reserve programs Ability to communicate effectively, both orally and in writing for the purpose of working effectively with civilian and military personnel at the highest command levels within USAF, PACAF, ARC, and other major commands. Demonstrated recognizable expertise performing continuous business and process improvement methods (process design) in relation to organization change requests and data analytics PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
