Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. In order to qualify, you must first meet Pathways Recent Graduate Program eligibility: You must have, within the previous 2 years, completed all educational requirements for a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application; -OR- Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran’s eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study. SPECIALIZED EXPERIENCE GS-5:To qualify for this position at this grade level, you must have at least one year (12 months) of specialized experience equivalent to the GS-4 level in the Federal Service. Specialized experience is experience that is in or related to this position and provided you with the particular knowledge, skills and abilities to perform successfully the duties of this position. Examples of qualifying experience may have been gained by performing clerical work in support of management and/or program analysis functions including performing quality review of documents; resolving procedural problems according to established procedures; and utilizing a personal computer and a variety of software applications to prepare correspondence, reports and other substantive material. This list is not inclusive. Or, you may also qualify if you have successfully completed at least 4 years of education above the high school level (120 semester hours or 180 quarter hours), have a Bachelors or higher degree, or have 2880 hours of formal classroom training in an accredited business, secretarial or technical school. Or, you may qualify based on a combination of education and qualifying general experience. COMBINING EDUCATION AND EXPERIENCE: The following instructions are provided to assist applicants who are qualifying on the basis of a combination of education and experience. Experience: One year of experience is based on a full-time work week. Full-time work is a minimum of 40 hours per week. If you worked less than 40 hours a week, you must prorate (divide your time) to calculate total creditable experience. SPECIALIZED EXPERIENCE GS-6:To qualify for this position at this grade level, you must have at least one year (12 months) of specialized experience equivalent to the GS-5 level in the Federal Service. Specialized experience is experience that is in or related to this position and provided you with the particular knowledge, skills and abilities to perform successfully the duties of this position. Examples of qualifying experience may have been gained by performing clerical and technical work in support of management and/or program analysis functions which may have included identifying potential and actual problems and/or probable causes; researching specific issues; gathering pertinent statistics or information; monitoring, reviewing, or evaluating operations and interrelationships with other functions in regard to workflow, work redundancy, or systemic problems; revising procedures, controls, etc; and preparing memoranda, preliminary reports, and charts showing recommendations or findings data for use by others. This list is not inclusive. SPECIALIZED EXPERIENCE GS-7:To qualify for this position at this grade level, you must have at least one year (12 months) of specialized experience equivalent to the GS-6 level in the Federal Service. Specialized experience is experience that is in or related to this position and provided you with the particular knowledge, skills and abilities to perform successfully the duties of this position. Examples of qualifying experience may have been gained by performing technical work in support of management and/or program analysis functions which may have included identifying potential and actual problems and probable causes; researching specific issues; gathering pertinent statistics or information, reporting findings and recommending corrective action for the full scope of a program or function; monitoring, reviewing, and evaluating operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems; and utilizing database or spreadsheet software to enter, revise, manipulate, sort, calculate, store and retrieve. OR EDUCATION: 1 year of graduate level education in a related field of study at an accredited college or university. OR Superior Academic Achievement – A bachelor’s degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national scholastic honor society recognized by the Association of College Honor Societies. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
