In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery knowledge of emergency management principles and business continuity operations at Federal, Departmental and Service level of government as related to continuity of operations; extensive knowledge of continuity of operations actions at DAF, OSD, Joint Staff structure; knowledge of county, city and Pentagon emergency responders’ actions in case of emergency. Familiarity with FEMA’s National Incident Management System; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of COOP program operations toward development and/or improvement of critical command plans and programs; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the various command entities involved in overall planning and execution of operations and evaluations; knowledge and skill in designing and conducting comprehensive studies, and developing solutions to assigned portions of broad, important, and severe command operational and contingency areas; and knowledge of Agency program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the mission, roles, functions, organizational structures, and operation of DOD, Joint, Secretariat, Space Force, and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations Knowledge of emergency management and response principles, practices, procedures, requirements, and policy; knowledge of national response plan, organizations, lines of authority, and HQ DAF response roles and responsibilities; skill and ability in planning, organizing, directing, generating and evaluating the HQ DAF continuity planning and exercise program Knowledge and ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations; and communicate effectively both orally and in writing to prepare and present briefings utilizing Microsoft’s Products to coordinate planning efforts and manage program activities; ability to coordinate, conduct and facilitate workgroups, meetings, and staff functions as well as dealing with high ranking officials; ability to track critical processes and produce reports and analyses of data associated with tasks, projects, key performance indicators, and produce a comparative analysis of standards against actual results. Knowledge of Department of Defense security policies and procedures; knowledge of computers, computer systems and other automated software; knowledge on a wide range of COOP qualitative and/or quantitative methodologies, designing and conducting comprehensive COOP studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations; knowledge and proficient in the use of secure communications, video teleconferencing, and information technology applications for writing, developing presentations, readiness tracking statistics, budget development, and strategic project planning tools. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs in support of substantive operational programs in the area of emergency management and readiness preparedness; skill and ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations for the protection and relocation of people and assets at senior levels within the National Capital Region (NCR); ability to communicate effectively and succinctly through written and oral means; knowledge of JS and DAF writing and staffing requirements to include but not limited to HOI 33-3, DAFH 33-337 and JP 5-0.s. Knowledge of DAF program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; skill and ability in designing and conducting comprehensive studies, to include preparing solutions to resolve substantive problems and issues of effectiveness/efficiency of work operations in a HQ-level program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
