Applicants will be evaluated in accordance with the Office of Personnel Management (OPM) Qualification Standards for Information Technology (IT) Management Series, 2210. Position requirements vary depending upon the specific grade. You must meet any minimum experience or education requirements per OPM qualifications standards and demonstrate through experience and/or education that you possess the quality level of knowledge, skill, and ability necessary to perform the duties of the position at the grade level for which applying. This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. For additional information, refer to the following link: 2210: Information Technology Management Series In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. Education substitution for GG-11 only: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree For all positions, experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE is defined as: Experience that demonstrates knowledge of the theories, principles, and practices in the information technology field. This experience must include work in applying information technology principles, concepts and methods related to application development, web development, computer software/hardware, and networking configurations. The ideal candidate will be able to demonstrate the following: Experience in the computer system analysis and design sufficient to independently perform work processes by computer through establishing system requirements and analyzing hardware and software needs implementation, operation and maintenance of the system. Knowledge and experience with microcomputers, other types of computers, Local and Wide Area Networks (LAN/WAN), Inter and Intranet, client/server and related software, hardware and networks. Knowledge and experience in applying project management techniques. Skills in technical, complex written and oral communication, technical presentations, document management and group and individual instruction.
