Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the specialized experience identified below. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) following duties or work assignments: 1. Experience directing or supervising a multi-faceted team, including planning, organizing, assigning responsibilities, and also monitoring functions to ensure that objectives, milestones and mission requirements are met. 2. Experience in applying analytical and quantitative methods and techniques in evaluating current processes and/or developing new procedures and approaches to identify and resolve significant organizational and business-related issues/problems. 3. Experience advising and counseling employees on policies, procedures, and performance expectations. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of management techniques and labor relations concepts, to assure utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight. 2. Ability to communicate techniques to effectively and diplomatically interact with internal and external customers. 3. Knowledge of organization and system processes to resolve long-standing problems, balance conflicting program interests and recommend innovative solutions. 4. Ability to use a wide range of qualitative and quantitative techniques for measuring effectiveness, efficiency and productivity of programs. 5. Knowledge of program management and evaluation principles, concepts and techniques.
The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in the Office of Postsecondary Education, Office of Management and Planning, Management Support Unit (MSU), in Washington, DC. The MSU is responsible for developing and implementing effective management practices, continuous improvement processes, and organizational capacity.
