TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Acquisition and Utilization Specialist, and that is typically in or related to the work of this position. Specialized experience includes assisting with contract related services, product acquisition, and procurement of items; developing procedures and procedures; reviewing and advising on contracts during all phases; reviewing procurement documents and packages; developing and analyzing reports; assisting with contract negotiations; and overseeing contract compliance. Note: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- EDUCATION: Have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). Education cannot be credited without documentation. -OR- COMBINATION: Have an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Accountability Attention to Detail Contracting/Procurement Customer Service IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work involves physical activities typically found in an office-based work environment, i.e., some standing, walking, bending, and lifting of items up to 50 pounds. This position is located within the Research Service at the George E. Wahlen VA Medical Center (VAMC) Salt Lake City (VHASLC) in Salt Lake City, UT. The primary purpose of this position is to serve as a Research Contracting and Purchasing Official for the Research Service.
