Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet “time-in-grade” requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service that demonstrates knowledge in Information Technology. Specialized experience is defined as: Providing technical advice, guidance, and recommendations to management on Enterprise Architecture, Quality Assurance, and policy issues; Conducting and implementing annual, multi-year and long-range goals and objectives for agency or contracted work; Negotiating with various stakeholders to ensure awareness of new objectives, policies, and state-of-the-art developments affecting requirements for systems and networks; Supervising or leading a staff to manage and oversee the day to day activities within a branch; AND Knowledge and experience in design, implementation, and management of cloud-based systems For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is located in the Office of Information Technology of the Food and Nutrition Service (FNS). This position will serve as the IT Compliance Branch Supervisor, within the Enterprise Management Division (EMD), Office of Information Technology (OIT). The incumbent will serve as the IT Compliance Supervisor (Branch Chief) responsible for the development of strategy, implementation, and oversight of the Enterprise Architecture program, Section 508, and IT Policies and Procedures. .
