Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: 1) Comprehensive knowledge of leading enterprise project plan platform application adoption and manipulating extensive data sets to produce performance metrics across all projects; 2) demonstrate experience in managing project management software, change management principles, and organizational development methodologies; 3) mastery of verbal and written communication by presenting clear and concise information briefs, position papers, drafts of policies and procedures, and external stakeholder communications; and demonstrated experience working with clients in assessing their needs, resolving issues, and providing innovative solutions. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction. This position is located in the Department of Defense (DoD) Office of the Inspector General (OIG), Mission Support Team, Business Operations and Innovation (BOI). The incumbent serves as Program Analyst primary responsibility of managing the DoD OIG enterprise project management (ePM) efforts. The incumbent is responsible for managing full program.
