Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which provides general and senior level supervision to a group of over 80 plus personnel; planning regular work assignments, prepares plans to meet substantial changes in workload; justifies revisions in staffing levels, work priorities and deadlines; assigs work to employees based on selective considerations of such factors as the difficulty and requirements of assignments; availability, capability, and special qualifications of employees, and workload; Develops and issues written instructions and standard operating procedures, and insures compliance. Reviews work and accepts or rejects products; keeps employees informed on management goals and objectives, as well as of changes in regulations, policies, and procedures governing the work; prepares formal requests for personnel action to fill vacancies; detail, reassign, or promote employees; makes selections of employees from lists of eligible applicants; writes annual appraisals and make recommendations for awards and bonuses to the approving authority; approves and disapproves leave; receives and resolves first level grievances and complaints and develops performance plans, and appraises performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. About the Position: Senior Operations Officer/Program Manager advises the Chief, Department of Leader Training and Chief, Basic Officer Leader Course Division on all training resource matters.
