To be hired at the GS-7 entry grade level, applicants must minimally have: Time-in-Grade for GS-7: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-6 or higher grade in Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military payroll transactions; determining entitlements; examining and verifying all documents for propriety, completeness and accuracy; and running reports to monitor workload and providing technical support on standard procedures to coworkers. To be hired at the GS-8 entry grade level, applicants must minimally have: Time-in-Grade for GS-8: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-7 or higher grade in Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Applying expert-level knowledge of a large body of military pay rules, procedures and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay, sufficient to provide leadership, training and support to others responsible for this work. Experience must include expert-level knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Pay range for Cleveland, OH: at GS-7 $51,203-$66,565; at GS-8 $56,704-$73,714. Pay range for Rome, NY: at GS-7 $49,025-$63,733; at GS-8 $54,292-$70,578.
