To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7 or higher. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-7 GRADE REQUIREMENTS GS-7 Specialized Experience: Must have one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Medical Administration Specialist at the GS-7 level. To be creditable, this experience must have been equivalent to at least the GS-05 level in Federal service. Specialized experience related to this position includes general knowledge of basic principles and practices applicable to policy and regulations, station directives, legal decisions, and state laws dealing with care and treatment of patient and beneficiaries, admissions, discharges, scheduling, inpatient and outpatient policy, community care resources, procedures and coordination activities, domiciliary care, sharing agreements, legal detention, beneficiary travel, patient funds and valuables, death details procedures and burial benefits, compensation and Pension activities, medical and dental benefits, procedures, eligibility, and other administrative functions sufficient to: Perform highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; Communicate factual and procedural information clearly, orally and in writing; and to gather and analyze basic facts and draw conclusions. OR Substitution of Education for Experience: Substitution of Education for Experience: I possess 1 full year of graduate level education OR Superior Academic Achievement. Education at the graduate level must have been obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Superior Academic Achievement is based on class standing, grade-point average, or honor society membership. Class Standing – Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point Average – Applicants must have a grade point average of 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major filed completed during the final 2 years of the curriculum. Election to membership in a National Scholastic Honor Society – Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. OR Combining Education and Experience: Must have equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Medical Administration Specialist position, which may be substituted to meet the experience requirements of the position. Note: Transcripts Required GS-9 GRADE REQUIREMENTS GS-9 Specialized Experience: Must have one (1) full year of experience equivalent to the GS-7 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience consists of: Knowledge of a wide range of administrative concepts, principals, and practices such as Bed Management, BMS, Beneficiary Travel claims management, ECAMs for ambulance and special mode claims. Knowledge of overall Health Care System’s objectives, goals, decisions and policies. Basic knowledge of medical center organization, functions, specialties, and programs. Knowledge of medical terminology. Knowledge of medical resources in surrounding community. Knowledge of scheduling policies and Community Care Eligibilities. OR GS-9 Substitution of Education for Experience: Must possess a Master’s degree or equivalent graduate degree -OR- two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B or J.D., if related and if such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education obtained in an accredited college or university, may be substituted to qualify for this grade 9, Administrative Officer position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts Required. OR Combining Education and Experience: Must possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Medical Administration Specialist position, which may be substituted to meet the experience requirements of the position. For example, 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-9) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-9) would qualify for a GS-9 position. NOTE: Transcripts Required. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary with walking, standing, bending and light lifting. The Health Administrative Specialist on Duty (HOD) is a facility wide position, located in the Office of the Chief, Health Administration Service (HAS), or Business Office (BO), or Medical Administration Service (MAS). The position has both the authority and responsibility to represent both the Medical Center Director and the Chief, HAS on all administrative matters occurring when assigned to other than a normal tour of duty.
