In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Position BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. NOTE: You must submit copies of your transcripts. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of education theories, principles and practices of secondary and adult continuing education and accrediting processes to include the structure, function and goals of the national, state, local and regional education community, and theories, principles and practices of testing including e-testing, internet-based and paper-based testing methods. Knowledge of current methods, procedures, and techniques used in military education and ability to develop and offer special program courses as required and understanding of military professional development. Knowledge of federal financial, budgeting and pertinent processes to prepare budget, obligate expenditures, and long-range forecast to serve as primary budget officer with the ability to justify the proposed budget. Knowledge of budget and resource management to monitor the quality and cost effectiveness of the educational services program and assure the adequacy of equipment and facilities used. Ability to act as Test Control Officer, developing systems to ensure testing programs are free from loss or compromise and to ensure proper security, administration, control of test materials are accomplished in a timely and appropriate manner OR EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of education theories, principles and practices of secondary and adult continuing education and accrediting processes to include the structure, function and goals of the national, state, local and regional education community, and theories, principles and practices of testing including e-testing, internet-based and paper-based testing methods. Knowledge of current methods, procedures, and techniques used in military education and ability to develop and offer special program courses as required and understanding of military professional development. Knowledge of the military training and education programs, including officer and enlisted programs available to active duty and retired. Knowledge of Education Services Center organizational infrastructure, mission, work processes and directives to ensure recommendations are compatible with long and short range plans and goals. Skill in adapting and extending applicable education principles and methods in identifying exemplary and inadequate practices or techniques and recommending alternative steps or remedial action to resolve problems. Knowledge of federal financial, budgeting and pertinent processes to prepare budget, obligate expenditures, and long range forecast to serve as primary budget officer with the ability to justify the proposed budget. Knowledge of budget and resource management to monitor the quality and cost effectiveness of the educational services program, and assure the adequacy of equipment and facilities used. Skill in written and oral communication and computer programs to present ideas, issues and recommendations. Ability to train personnel. Ability to plan and organize independently, collect, interpret and analyze data and design and develop curriculum for adult educational or vocational programs. Ability to interpret and converse on the Privacy Act and supporting military and civilian directives, to ensure proper access safeguard and disclosure accountability reconsiderations. Ability to act as Test Control Officer, developing systems to ensure testing programs are free from loss or compromise and to ensure proper security, administration, control of test materials are accomplished in a timely and appropriate manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
