Investigative Analyst

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience conducting complex investigative analysis of major financial crimes, procurement frauds, public corruption, and broad-based investigations involving multiple subject identification, link analysis, and intelligence data summarization. Experience utilizing Department systems of record (ILMS, GFMS, RFMS, GBI, CCD) to trace the flow of Department funds, process and benefits. Experience collecting, organizing, and analyzing information related to complex investigations, using analysis and visualization tools including Microsoft Excel, PowerBI and i2 Analysts Notebook. Experience developing and providing technical training to investigative personnel in support of investigations. There is no substitute of education for specialized experience for the GS-14 position.
This position is located within the U.S. Department of State, Office of Inspector General (OIG), which has oversight of the full scope of Department of State, U.S. Agency for Global Nedia (USAGM), and the U.S. Section of the International Boundary and Water Commission (USIBWC) programs and operations.
