To qualify for the SV-H Pay Band (equivalent to GS-11/12), you must meet one of the qualification requirements (A, B, OR C) outlined below: A. Experience: 1 year of specialized experience equivalent to at least the SV-G pay band or the GS-9 grade level: Applying knowledge of relevant intelligence systems and databases to research, analyze and interpret intelligence information; AND Applying knowledge of international or domestic terrorist organizations their capabilities, tactics, techniques, and procedures to perform KST encounter analysis; AND Performing intelligence research and analysis in support of homeland security issues using various databases raw intelligence reporting or finished intelligence to identify potential risks or threats to transportation and/or national security. OR B. Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR C. Combining of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as: Comprehensive knowledge and proven competence in the understanding and application of intelligence principles) through the overall screening and vetting process; AND Experience developing intelligence assessments and reports, and providing recommendations to senior leadership within the intelligence community; AND Experience analyzing, providing and conducting comprehensive reviews of raw and finished intelligence reporting and Publicly Available Information (PAI) Open Source/Social Media pertaining to known or suspected terrorists (KSTs) and Persons of Interest (POIs); AND Experience conducting intelligence research using one or more of the following sources, applications and databases such as: NCTC Online, Lexis Nexis, Real-Time Analytic Platform for Incident Deterrence (RAPID), CIA Wire, Open Source Center, Next Generation Trident (NGT), TSA Encounter Management Application (EMA), Web-based Emergency Operations Center (WeBEOC) Incident Tracker, Terrorist Identities Datamart Environment (TIDE), Web-based Temporal Analysis System (WebTAS),Technology Infrastructure Modernization System (TIMS), Consolidated Screening Gateway (CSG), Flight Training Security Program (FTSP), Person Centric Query Service (PCQS) and the Consular Consolidated Database (CCD). Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
