KNOWLEDGE SKILLS AND ABILITIES (KSAs): – Professional knowledge of engineering principles, practice, procedures, laws, regulations and current legislative issues pertaining to project/program management, execution, training and advisory services in engineering and construction, acquisition, environment and contract management. – Knowledge of safety and security regulations, practices, and procedures. – Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. – Ability to communicate effectively, both orally and in writing, including ability to formulate and disseminate staff packages and criteria, develop, and conduct briefings, and present issues and recommendations relative to assigned program. – Skill in analyzing, planning, and adjusting work operations of organizational segments to meet program requirements and objectives within available resources; researching, analyzing, interpreting, and applying rules, regulations, and procedures in a variety of situations; developing conclusions and recommending solutions based on justifiable facts and evidence. – Knowledge of AF engineering and planning programs; sound programming business practices; performance and process improvement principles; and federal Planning, Programming, and Budgetary System (PPBS) as relates to assigned program.
