Minimum Qualification Requirements: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement – this information must be clearly supported in the resume. Specialized Experience: To qualify at the GS-11: You must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience that requires substantial subject-matter or technical expertise in the field of technical writing and editing of scientific and/or engineering technical reports and documents, analyses, standards, manuals, etc. Demonstrated ability working closely with clients and/or interdisciplinary teams in the fields of engineering or science. Advanced proficiency with document development, styling, formatting and conversion between Microsoft Word and Adobe software, adherence to accessibility compliance (e.g., Section 508), plain language and/or visual identity when presenting technical information. Experience leading teams and mentoring. OR Education: You could otherwise qualify on the basis of education by having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. You may combine specialized experience and education to meet the minimum qualifications requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/20/2024.
