WHAT WE ARE LOOKING FOR Minimum Qualifications: For GS-11: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing at least two (2) of the following: Advising managers on employee retention strategies and other human capital programs. Assisting in the quality review of databases used to analyze human resources data and metrics. Analyzing methods to improve the effectiveness and/or efficiency of human capital programs. -OR- Education: Successful completion of at least three (3) full years (54 semester/81 quarter credits) of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M., if related in an accredited U.S. education program. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: Evaluating and/or providing recommendations concerning plans and proposals for complex human capital projects. Assisting with the development and implementation of new retention process concepts and techniques. Designing and/or conducting a broad range of studies to identify solutions to human capital problems and issues. ** There is no substitution of education for experience at the GS-12 & GS-13 grade levels of this announcement.
