Financial Management Analyst

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE/ EDUCATION GS-11: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience with cross-functional programs and their interrelationship with assigned program to conduct reviews of studies/projects; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Experience in recognizing significant financial management issues and legislative changes that impact assigned programs in order to recommend changes in implementing regulations; Experience using program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. OR EDUCATION: You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR LL.M., if related OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and education equivalent to the amount required.
