MATERIAL INSPECTOR

This position requires a Selective Placement Factor (SPF) essential for satisfactory performance upon entry of the position. Incumbent must possess experience with preventive and corrective maintenance, assessing shipboard systems and performing inspections for the purpose of determining as-found material condition of components and systems, and operational readiness of government owned ships, boats and crafts (e.g., seagoing experience operating/overseeing shipboard components and systems, INSURV inspection team member, etc.). To qualify for the MATERIAL INSPECTOR, GS-1801-13 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with and knowledge of Government maritime classifications, Navy Standards, American Bureau of Shipping (ABS), and Safety and International Maritime Regulations. Experience with and knowledge of advanced principles and practices associated with Naval ship construction, maintenance and repair, and all aspects of naval vessel maintenance programs, material condition documentation, and test procedures for the purposes of testing and evaluating new, updated and modified systems and providing technical input and recommendations to the developmental and engineering community. Experience with and expert knowledge of the organization and operation of Naval Sea Systems Command, Fleet and Type Commander Staffs, and Fleet Technical Support Command staffs to respond to technical and inspection related correspondence providing technical feedback and offer subject matter expertise in development of new or upgraded systems. Experience with and expert knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types of shipboard systems and components; in order to provide system, subsystem, and component level analysis of Navy Systems in support of inspections and survey of in-service and new construction vessels. Experience communicating Flag level briefings, interviewing personnel to determine root cause factors, training of Naval personnel in the proper maintenance procedures and operation of ship’s systems, and between INSURV members and external stakeholders in the technical community to formulate and present findings, briefings, technical documents, report status and correspondence to foster understanding and acceptance of findings.
