QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. 1. Progressive experience in IT fields which provided the ability to manage IT operations across a large organization or enterprise in the areas of planning, acquisition, development, information assurance and security, and lifecycle management. 2. Knowledge of business and management principles involved in strategic planning, resource allocation, cost/benefit analysis, leadership technique, and coordination of people and resources. 3. Supervisory experience to include hiring, performance management, employee discipline, and dispute resolution. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in the following disciplines: Computer science, engineering, information systems management, mathematics, operations research, statistics, or technology management. In addition to the above, all candidates must possess IT-related experience equivalent in scope and complexity to the next lower grade level to include: 1. Attention to detail – Experience developing and executing short and long-range IT plans based upon the organization’s mission and goals. 2. Customer service – Demonstrated experience providing assistance to both internal and external sources in the areas of technical support, user needs, and system requirements. Experience assessing customers’ needs, meeting quality standards, and evaluating customer satisfaction. 3. Oral communication – Experience conducting formal presentations and/or briefings to audiences at varying levels of hierarchy andtechnical expertise. 4. Demonstrated problem-solving skills – Experience evaluating IT operations to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. In addition to the above, highly-qualified candidates will possess the following: 1. Graduate degree in technical discipline preferred with applied experience in managing/Information Systems/ Networking/ Cyber Security. 2. Networking background and a strong understanding of Army Network environment which encompasses both CONUS and OCONUS 3. Knowledgeable in Cloud Computing migration and operations. 4. Understanding of Risk Management Framework (RMF) and Federal Information Security Modernization Act (FISMA) compliance. 5. A demonstrated knowledge in the application of security guides such as Security Technical Implementation Guides (STIGs) and automated benchmark tools such as Security Content Automation Protocol (SCAP) or equivalent. 6. Knowledge and understanding w/scanning tools (i.e. Assures Compliance Assessment Solution (ACAS) and associated Security Suite (Nessus)). 7. Knowledge and understanding on the use of DISA Enterprise Mission Assurance Support Service (eMASS) workflow tool. Knowledge on financial management practices and budget analysis. 8. Knowledge of and ability to apply governance disciplines to MWR business operations.
