To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in budget execution and formulation. Experience interpreting Executive Orders, OMB guidelines and directives, and legislative and policy issues. Experience preparing, editing, and consolidating justifications included in budget submissions. You cannot qualify for the GS-14 on education alone; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Budget Administration – Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Financial Management – Understands the organization’s financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities. Customer Service – Anticipates and meets the needs of both internal and external customers. Delivers high quality products and services; is committed to continuous improvement. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Flexibility – Is open to change and new information; rapidly adapts to new information, changing conditions, or unexpected obstacles. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
