All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates (Federal employees) must meet time-in-grade requirements by the announcement closing date. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications GS-14: One year of experience equivalent to the GS-13 grade level in the Federal service performing ALL of the following: Independently drafting job analyses and certificates utilizing delegated examining and merit promotion procedures; Independently posting vacancy announcements to USAJOBS using an automated personnel staffing system; Independently providing advice and guidance on various complex pay-setting issues using various guidelines, regulations, principles, and practices; AND Classifying General Schedule positions using OPM classification standards to identify title, series, and grade levels. Note: There is no substitution of education for experience at this level.
