Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Legal, tax accounting, or other experience that required application of the Federal tax laws, regulations, court rulings, or other legal authority related to the position to be filled (including large business international tax issues); Experience in preparing, reviewing, or applying rulings, advisory letters, memoranda, etc., related to Federal taxation of corporate entities; Experience performing research on tax law issues and business practices for their impact on tax compliance. In addition, must have experience analyzing large business returns pertaining to the application of tax principles, policies, legal decisions, and guidance with large business returns in international tax areas (for example, international business provisions of the Tax Cuts & Jobs Act, Corporate Foreign Tax Credit Planning, Foreign Earnings & Profits, Expense Allocation and Apportionment, Sourcing of Income, Subpart F, Global intangible low taxed income, Foreign derived intangible income, Base Erosion and Anti-Abuse Tax (BEAT), Effectively Connected Income, Outbound transfers of Intangible Property, Transfer Pricing, foreign reorganizations and restructuring transactions, controlled foreign corporations, foreign currency, disregarded entities and check-the-box elections, Advance Pricing and Mutual Agreement (APMA), including Treaties, Advance Pricing Agreement (APA), and Competent Authority procedures); Experience applying the tax laws and principles to effectively ensure fair compliance with the law; Experience reviewing taxpayers’ legal and economic structure, and business practices; Experience formulating positions and preparing written supporting recommendations to management on matters relating to the theories, concepts, principles, and application of Federal tax laws (including large business international issues); Experience providing specialized technical advice concerning tax planning strategies and emerging issues (including large business international tax issues); Experience communicating orally and in writing with stakeholders in accounting, legal, tax, and other similar business-related professions and /or IRS representatives regarding a variety of tax issues. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
