Congressional Liaison

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. SPECIALIZED EXPERIENCE GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Examples of this experience may include: experience serving as a point of contact for Congressional committees and individual member offices to explain an organization’s policies and procedures, and responding to inquiries and correspondence regarding an organization’s regulatory policies, programs, and actions; leading most aspects of preparation for and follow-up to Congressional hearings; serving as top-level management advisor on complex and sensitive Legislative Affairs issues; analyzing materials such as correspondence, inquiries, news reports and other sources to identify developing issues and trends; Comprehensive experience with oral and written communication techniques to prepare documentation (i.e., talking points, questions for the record, meeting notes, etc.) and professional oral presentations; experience building partnerships with Federal agencies, Congressional staff members and/or committees, and the public at large. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The incumbent in this position serves as a Congressional Liaison. You will be the primary IRS contact for one or more Congressional Committees and their staffs. Responsibilities include serving as an expert on tax administration, responding to inquiries from Congress; organizing meetings/briefings; overseeing preparation for hearings; and outreach activities. The Congressional Liaison reports to the Chief of the National Congressional Affairs branch of the IRS Office of Legislative Affairs.
