If this position has promotion potential and you are selected at the lower developmental level/grade of GS-11, you may be non-competitively promoted to the full performance level/grade of GS-12 after completing the required Individual Development Plan (IDP). Promotions are not automatic and may only occur after completion of the IDP. SELECTIVE PLACEMENT FACTOR FOR THE GS-12: Must have specialized experience with automated systems such as the Defense Civilian Personnel Data System (DCPDS), Power BI, BI4 reporting tool, Oracle PeopleSoft or Enterprise recourse planning (ERP) systems. To qualify for the GS-12, the applicant must have specialized experience using at least one of the systems listed and it must be clearly annotated/described in your experience on the resume. SPECIALIZED EXPERIENCE: GS-11: Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Experienced in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services. Directs and monitors operation and maintenance of the local personnel system. Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on, or are related to, HRIS. Compiles personnel and statistical reports and advises staff in the proper documentation for personnel actions. Must have knowledge and understanding of the State HR Information Systems are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. Work is performed for both Army (ARNG) and Air National Guard (ANG) full-time employees within the State. Must provide technical support services to system users in the field. Be able to develop and interprets policy for HRO functional areas as it relates to HR information systems and applications. Develops impact statements and recommends changes as deemed necessary which may be adopted as internal policy. Provides advice to HRO staff and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to new or existing systems. QUALITY OF EXPERIENCE: Qualification factors include education and competencies in the human resources program. Candidate’s competencies are evaluated on the basis of duties performed. The applicant’s resume package may include military and/ or civilian human resources experiences and experiences in writing military and/ or civilian performance reports; awarded training certificates; and official college transcripts. The resume must clearly demonstrate the individual’s possession of the competencies needed to fully perform the Series GS-0201 work, as defined in the applicable position description’s specified grade, duties, and responsibilities.
