The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Demonstrated and broad expertise in undersea communications technologies and systems, with national and international recognition as an authority in undersea communications. 2. Proficiency in the development and implementation of new undersea communications concepts and capability roadmaps to address fleet needs and enable mission capabilities. 3. Has a demonstrated ability to plan, coordinate and conduct RDT&E for undersea systems. 4. Possesses the ability to negotiate highly complex solutions with major stakeholders, customers, other Warfare Centers, academia and / or industry, to include executive and flag-level audiences, and to influence technology change across the Navy. 5. Strong ability to lead an analytical teams of engineers and scientists in the development and fielding of undersea communications technologies and capabilities. You will serve as the Director for Undersea Communications Distinguished Scientist/Engineer in the USW Electromagnetic Systems Department (Code 34) at the Naval Undersea Warfare Center (NUWC) Division Newport in Newport, Rhode Island.
