Specialized Experience: One year specialized experience in the next lower grade level which includes performing strategic planning for an organization’s Operations program, including short and long-range initiatives; issuing policy and procedural guidance regarding management of navigable waterways, harbors, navigation structures/locks, hydropower or visitor centers; managing a large variety of highly complex, technical programs and activities in support of the operations program; managing operating and project budgets for the operations and maintenance program; and reviewing the work of subordinates for overall conformance with policy and mission objectives and locally established standards. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). About the Position: Serves as Chief, Operations Division, Huntington District located in Huntington, WV. Provides staff leadership in establishing management processes and coordination for the effective utilization of District financial and personnel resources; exercises overall supervision of the administrative elements of the District; and advises and assists the District Commander in the management of day-to-day operations of the District.
