THIS IS A DIRECT HIRE SOLICITATION – These positions are being advertised through the Direct Hire Authority (DHA) for Scientific, Technical, Engineering and Mathematics (STEM) positions at the GS-11 through GS-15 grade levels (or equivalent) nationwide for enabling simple and strategic hiring to attract top talent to create a workforce for the 21st century where a severe-shortage or critical hiring need has been identified. GRADE LEVEL REQUIREMENTS: In addition to meeting the Basic Entry Requirements above, applicants must have the experience listed below. Specialized Experience: For GS-9, you must have one year of specialized experience equivalent to at least the GS-7 grade level in the Federal service or equivalent experience in the private sector which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: having technical judgment in the formulation of statistical data, accuracy and compliance to specifications; monitoring and analyzing program areas and solving statistical problems. OR; A master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or a LL.B. or J.D., if related. Qualifying graduate education majors include: statistics, mathematics, economics, international law, public administration, business administration, finance, industrial management, international trade/relations or fields directly related to this position. Specialized Experience: For GS-11, you must have one year of specialized experience equivalent to at least the GS-9 grade level in the Federal service or equivalent experience in the private sector which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: having technical judgment in the formulation of statistical data, evaluating efficiency, accuracy and compliance to specifications; monitoring and analyzing program areas and solving difficult and unique statistical problems. OR Substitution for Experience: Possession of a Ph.D. or equivalent doctoral degree in the fields of study listed below is fully qualifying at the GS-11 level. Specialized Experience: For the GS-12, you must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or equivalent experience in the private sector which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: having technical judgment in the formulation of plans for statistical support programs, in the execution of plans, in the interpretation of findings, and in the recommendations; developing action plans to achieve objectives, establishing statistical project schedules and guidelines for the purpose of evaluating efficiency, accuracy and compliance to specifications; monitoring statistical program progress, analyzing program areas and solving difficult and unique statistical problems You must provide a copy of your transcript to support this requirement. Education cannot be substituted for experience at this grade level.
This position is located in the U.S. International Trade Commission, Office of Operations, Office of Analysis and Research Services. As a Survey Statistician, you will be involved in the collection, compilation, and analysis of data; preparation of reports; and the presentation of relevant information. In addition, you will develop analytic and management data tools, conduct research, and advance office initiatives. This vacancy may be used to fill more than one position in this organization.
