Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time In Grade: Current Federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-12 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrates: Experience in the development, oversee and recommendations of directives standards, guides, procedures of the statewide rural housing program operations: implement and conduct state internal control reviews to ensure the integrity of financial and accounting information and accountability; conduct training for the statewide housing program; assists in the implementation of the agency outreach and marketing program; ensures the fair housing requirements are met for the loan program; provide appropriate leadership to ensure staff members have to tools, training, feedback they need to accomplish their jobs. Serves as a Contracting Officer’s Representative (COR) for assigned contracts, prepares budget(s), completes cost analysis, develops statements of work (SOWs) and performance work statements (PWSs) and monitors funding versus actual expenditures. Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
This position is located in a Nebraska State Office in USDA, Rural Development (RD). This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location. This vacancy announcement is open to current USDA, Rural Development Nebraska State Rural Development employees only.
