GS-11 level: You qualify at the GS-11 grade level if you possess one of the following: Specialized Experience You qualify for the GS-11 grade level if you possess the specialized experience equivalent to the GS-9 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Developing and formulating assigned segments of the program/budget request for the coming fiscal year and succeeding years. Preparing a variety of reports covering the status of funds, expenses, and obligations. Understanding of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency or component, organization or program assigned. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. -OR- Substitution of Education for Experience You may substitute education for experience at this grade level by possessing one of following: Ph.D. or equivalent doctoral degree. Three full years of progressively higher-level graduate education leading to such a degree. An LL.M.; in a related field. -OR- Combination of Education and Experience You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits). NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. Specialized Experience GS-12 You qualify for the GS-12 grade level if you possess the specialized experience equivalent to the GS-11 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Projecting and analyzing the potential effects of budgetary actions on program viability and the attainment of program objectives. Providing long-range analysis of the potential effects of budgetary actions on national economic, social, and political objectives. Specialized Experience GS-13 You qualify for the GS-13 grade level if you possess the specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Assessing the impact of new and revised congressional legislation on the formulation and execution of assigned program budgets. Analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program milestones. Advising program managers and other interested parties on the status and availability of funds in different budget accounts. Developing recommends and implements budgetary policies affecting the financing and accomplishment of major national programs. This position is in the U.S. Department of Homeland Security, Office of Intelligence and Analysis (I&A) Financial Resource Management Division (FRMD), Budget Branch. The purpose of this position is to perform work in a developmental capacity acquiring the expertise necessary to conduct financial management, resources analyses, and budget planning, execution, monitoring, and justification activities to support customer requirements. Non-BU: This is a non-bargaining unit position.
