CONTRACT SPECIALIST

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of one year of specialized Contract Specialist experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector that demonstrates knowledge of contract administration/procurement principles, policies, regulations, and procedures to administer group contracts and post award procurement actions. Examples of specialized experience must include most or all of the following: (1) Evaluate the reasonableness of the contractor’s proposed cost/price for use in preparing for complex negotiations. (2) Prepare for negotiations/ discussions/ awards by reviewing audit and technical reports, performing cost and/or price analysis (or reviewing price analysts’ reports), and developing pre-negotiation and post negotiate terms and conditions (including price) based on the pre-negotiation objective and give-and-take with the offer or to establish a fair and reasonable price. (3) Manages programs and fosters an environment that administers all resources in a manner that instills public trust while accomplishing the mission. (4) Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. (5) Develops the competencies of others to perform and contribute to the organization by inspiring and providing a learning environment of ongoing feedback and opportunities to learn through formal and informal methods.
