PROGRAM ANALYST

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes performing expert knowledge of management and organizational principles and practices and a comprehensive knowledge of Planning, Programming, Budget and Execution system (PPBE) regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and DAF planning, acquisition, and management processes to provide PPBE guidelines and advisory services in support of the arms control implementation and compliance mission. Comprehensive knowledge of the Federal, DoD, and the DAF PPBE and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may conflict with previous programming actions. Expert level of knowledge of the history, text, application, and functioning of international arms control treaties and agreements impacting the DAF mission. Expert level of knowledge of analytical and evaluative methods including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how arms control treaty programs are administered to select and apply appropriate program evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations to enhance and improve the program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Air Force Strategic Planning process, the POM development process, and the budget approval process. This should include knowledge of the Air Force Corporate Structure (AFCS), the Operating Budget Review Committee (OBRC), the Investment Budget Review Committee (IBRC), the Air Force Requirements Oversight Council (AFROC), and other resource allocation decision governance bodies. 2. Knowledge of the DoD Planning, Programming, Budget and Execution system (PPBE) and DAF policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major Air Force missions for the combat air forces and operations plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. 3. Knowledge of a broad range of arms control treaty and agreements texts, issues and policies impacting the DAF mission. 4. Skill in taking treaty and agreement text and broad-based guidance from multiple sources, applying analytical reasoning and translating guidance into organizational instructions, plans, policies and directives; high level skill in both written and oral communications to include the ability to develop comprehensive, detailed and coordinated operations orders and instructions and presents sensitive recommendations concerning critical issues. 5. Knowledge of Air Force doctrine, policy, and program processes in support of arms control and nuclear deterrence operations. Technical skill in organizing multiple program goals and objectives, developing plans, managing and scheduling work to accomplish the mission. 6. Ability to interact with, brief and advise senior leaders. Comprehensive knowledge of Air Force staffing processes, as well as the relationships with various DoD and interagency nuclear and arms control entities involved in the overall planning and execution of nuclear strategy and international treaties/agreements, to include policies and procedures. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
